The petitioner, claiming ownership of 2‑24 guntas of land in Survey No.175/AA/AA, filed a writ petition challenging the respondent authorities for not processing his F‑line application dated 09.12.2025 for survey, demarcation and subdivision. Judgment :-

1. This writ petition is filed by the petitioner seeking to declare the action of the respondent authorities in not considering the F-line application No.DER022501238691 dated 09.12.2025 for conducting survey, demarcation and subdivision of the land admeasuring Acs.2-24 guntas in Survey No.175/AA/AA, situated at Dulapalle Village, Gandimaisamma Dundigal Mandal, Medchal-Malkajgiri District, as being illegal arbitrary and unconstitutional.

2. Heard Mr. H.Venugopal, learned Senior Counsel, appearing for Ms. D.Shaila, learned counsel for the petitioner; Mr. L.Ravinder, learned Assistant Government Pleader for Revenue, appearing for the respondents; and perused the material on record.

The petitioner claims to be the owner and possessor of the land admeasuring Acs.2-24 guntas in Survey No.175/AA/AA, situated at Dulapalle Village, Gandimaisamma Dundigal Mandal, Medchal-Malkajgiri District, having purchased the same under registered sale deed bearing document No.4158 of 2004 dated 15.03.2004. The petitioner was also issued pattadar pass book bearing No.T06040090149 with Khata No.3150 in respect of the land. While so, the petitioner submitted online application dated 23.05.2023 for survey and demarcation of the land. As there is no action forthcoming on the part of the respondent authorities, the petitioner filed W.P. No.27540 of 2023 and the order dated 08.11.2023 was passed by this Court directing the respondent authorities to conduct survey within a period of two (2) months. Pursuant thereto, respondents No.3 to 5 conducted survey of the land admeasuring Acs.12-24 guntas in Survey No.175 instead of conducting survey of the petitioner’s land admeasuring Acs.2-24 guntas in Survey No.175/AA/AA.

4. Learned Senior Counsel submitted that such survey is contrary to the order dated 08.11.2023 passed by this Court in W.P. No.27540 of 2023. Aggrieved thereby, the petitioner filed C.C. No.89 of 2025 before this Court which is pending. It is submitted that during the course of hearing, it was stated by the learned Assistant Government Pleader for Revenue that the petitioner has to submit fresh F-line application for conducting survey of the land. Accordingly, the petitioner submitted F-line application No.DER022501238691 dated 09.12.2025 for conducting survey, demarcation and subdivision of the land, however, no action has been initiated so far.

5. Learned Senior Counsel further submitted that in the order dated 23.08.2022 in W.P. No.32785 of 2022, this Court held that whenever applications for conducting survey and subdivision are made, the same shall be disposed of in accordance with the circular vide Rc. No.N1/1408/07 dated 13.07.2007 by collecting additional charges.

6. Learned Assistant Government Pleader for Revenue submitted that appropriate action will be taken on the F-line application of the petitioner in accordance with the guidelines issued by this Court in the order dated 23.08.2022 in W.P. No.32785 of 2022.

In the circumstances, this writ petition is disposed of directing respondents No.2 to 4 to consider the F-line application No.DER022501238691 dated 09.12.2025 for conducting survey, demarcation and subdivision of the land admeasuring Acs.2-24 guntas in Survey No.175/AA/AA, situated at Dulapalle Village, Gandimaisamma Dundigal Mandal, Medchal-Malkajgiri District, by issuing notice to the petitioner and to the adjacent land owners, and in accordance with the guidelines issued by this Court in the order dated 23.08.2022 in W.P. No.32785 of 2022, as expeditiously as possible, preferably within a period of forty five (45) days from the date of receipt of a copy of this order. There shall be no order as to costs.

As a sequel thereto, miscellaneous applications, if any, pending in this writ petition, stand closed.
