The petitioner filed a criminal writ petition under Article 226 seeking a writ of certiorari and mandamus to quash the order dated 28‑10‑2025 rejecting his licence renewal and to compel the respondent to renew the licence. The petitioner argued that his earlier application of 30‑12‑2024 was not pressed and submitted a fresh application on 08‑12‑2025, received by the respondent on 11‑12‑2025. The Additional Public Prosecutor suggested a four‑week period for disposal of the fresh application. The Court, noting the limited prayer, directed the respondent to consider the fresh application and pass orders within four weeks of receipt of the order. The writ petition was disposed of with this direction and no costs were awarded; related miscellaneous petitions were closed.

Judgment :-

(Prayer: Writ Petition (Criminal) is filed under Article 226 of the Constitution of India, to issue a Writ of Certiorarified Mandamus calling for the records in Rc.No.E3(1)/01/165/2025, dated 28.10.2025 issued by the 1st respondent to the petitioner and quash the same as arbitrary, illegal and to consequently direct the 1st respondent to renew the licence of the petitioners premisses at New No.151 , Old NO.79, General Patters Road, Anna Salai, Chennai-600 002.)

This Writ Petition (Criminal) is filed to quash the order dated 28.10.2025 passed by the first respondent in Rc.No.E3(1)/01/165/2025 and to consequently direct the first respondent to renew the licence of the petitioner’s premises at New No.151 , Old NO.79, General Patters Road, Anna Salai, Chennai-600 002.

2. Learned counsel appearing for the petitioner submitted that the petitioner is not pressing the earlier application made by him on 30.12.2024. However, he submitted that the petitioner has given a fresh application on 08.12.2025 to the first respondent for renewal of licence for the period from 01.01.2026 to 31.12.2026, which was received by the first respondent on 11.12.2025. Therefore, he prays this Court to issue a direction to the first respondent to consider and pass orders on the application dated 08.12.2025 made by the petitioner.

3. The learned Additional Public Prosecutor appearing for the respondents submitted that four weeks time may be granted to the first respondent to dispose of the application made by the petitioner for renewal of licence.

4. Though the petitioner has challenged the order of rejection dated 28.10.2025, passed by the first respondent in Rc.No.E3(1)/01/165/2025, now, he confines his prayer only to consider and pass orders on the application made by him afresh on 08.12.2025. Considering the limited prayer now sought by the petitioner, this Court directs the first respondent to consider the petitioner’s application dated 08.12.2025 which was received by the first respondent on 11.12.2025 and pass orders on the same as expeditiously as possible preferably within a period of four weeks from the date of receipt of a copy of this order.

5. This Writ Petition (Criminal) stands disposed of with the above direction. No costs. Consequently, connected writ miscellaneous petitions are closed.
