1. This writ petition is filed seeking following prayer:-
“to issue a Writ of Mandamus declaring the action of Respondent Nos.2 to 4 in not closing/continuing the Look Out Circular issued against the Petitioner in connection with CC No.2043 of 2023 arising out of Crime No.913 of 2022 pending on the file of the XIII Addl. Metropolitan Magistrate Hyderabad as illegal, arbitrary, without authority of law and violative of Article 21 of the Constitution of India and consequently direct the Respondents to forthwith close/withdraw the said LOC”
2. The petitioner is represented by his GPA holder. It is stated that respondent No.5 is the legally wedded wife of the petitioner, and the marriage between the petitioner and respondent No.5 was solemnized on 21.11.2021. It is further stated that respondent No.5 filed a complaint against the petitioner and his family members, and basing on the said complaint an FIR No.913 of 2022 has been registered at WPS, CCS, Hyderabad, for the offences under Sections 498-A and 420 IPC and Section 4 of the Dowry Prohibition Act, and a notice under Section 41A of Cr.P.C was issued to the petitioner. Thereafter, a charge sheet was filed on 23.01.2023 and the same was taken on file as C.C.No.2043 of 2023 by the XIII Additional Chief Metropolitan Magistrate, Hyderabad. It is further submitted that without there being any allegation of non-cooperation by the petitioner, Look Out Circular (LOC) was initiated against the petitioner on 23.12.2022 within two days from the date of registration of FIR. Aggrieved by the same, the petitioner filed W.P.No.30749 of 2023 challenging the said LOC, and this Court vide order dated 03.11.2023 suspended the LOC for a period of six weeks and directed the petitioner to appear before the trial Court for recalling Non-bailable warrants issued in C.C.No.2043 of 2023. Thereafter, the petitioner appeared before the trial Court and the Non-bailable warrants were recalled on 12.12.2023 in Crl.M.P.No.7499 of 2023 in C.C.No.2043 of 2023, subject to certain conditions including surrender of his passport. As the petitioner has intended to travel abroad, he filed Criminal Petition No.12543 of 2023 before this Court seeking to relax the condition Nos.1 and 2 in order dated 12.12.2023 in Crl.M.P.No.7499 of 2023 in C.C.No.2043 of 2023, and this Court vide order dated 20.12.2023 permitted the petitioner to travel abroad subject to furnishing bank guarantee of Rs.2,00,000/- and an undertaking before the trial Court that he would appear before the Court as and when his presence is required. As the petitioner now intends to travel from 26.12.2025 to 05.01.2025, he booked his tickets, and the LOC initiated against him is causing great prejudice to him when he arrives at Hyderabad airport. Questioning the same, this writ petition is filed.

Learned counsel for the petitioner submits that the petitioner is cooperating with the enquiry, and he is presenting before the Court in C.C.No.2043 of 2023 as and when required, and now the matter is posted on 06.02.2026, and at present there is no Presiding Officer. Learned counsel further submits that the petitioner has complied with the directions of this Court in order dated 20.12.2023 in Crl.P.No.12543 of 2023. Learned counsel further submits that the petitioner intends to travel from 26.12.2025 to 05.01.2026, and placed copy of the travel itinerary of the petitioner before this Court from Salalah, OM on 26.12.2025 at 11:30 PM and would leave Hyderabad on 05.01.2026 at 08:10 AM.

Sri R.Laxmikanth Reddy, learned Assistant Government Pleader for Home appearing for respondent Nos.1 to 3 submits that the petitioner has complied with the conditions of the trial Court in order dated 12.12.2023 in Crl.M.P.No.7499 of 2023 in C.C.No.2043 of 2023, and he also filed absent petition under Section 317 of Cr.P.C and the same was allowed by the trial Court.
5. Heard Smt. G.Rama Manoja, learned counsel for the petitioner and learned Assistant Government Pleader for Home appearing for respondent Nos.1 to 3. With their consent, this writ petition is being taken up for disposal today.

Recording the submissions of the learned counsel for the petitioner and learned Assistant Government Pleader for Home, the Look Out Circular (LOC) issued against the petitioner is suspended for a period from 26.12.2025 to 06.01.2026, subject to condition that the petitioner shall attend the trial Court as and when required.
7. With the above observations, this writ petition is disposed of. No order as to costs.
8. Miscellaneous applications, if any pending, shall stand closed.
