3. The alleged contempt in relation to Civil Appeal No. 1567/2017 filed by the petitioner, Siddaraju, is a stated to be a continuing one, as the judgment dated 14-15.01.2020 of this Court has not been given effect to by the State of Karnataka till date. We, prima facie, find that no sincere effort was made by the officers of the State of Karnataka to implement the direction of this Court. We, therefore, deem it appropriate to implead Dr. Shalini Rajneesh, Chief Secretary, State of Karnataka, Vidhana Soudha, Bengaluru -560001; Mr. Pankaj Kumar Pandey, Principal Secretary, Department of Personnel and Administrative Reforms, Government of Karnataka, Vidhana Soudha, Bengaluru - 560001; and Mr. Ritesh Kumar, Principal Secretary, Finance Department, Government of Karnataka, Vidhana Soudha, Bengaluru - 560001, in this contempt petition.

4. Issue notice to the newly impleaded respondents to show cause as to why they should not be hauled up for committing willful and deliberate disobedience to the judgment dated 14-15.01.2020 passed by this Court.

5. Notice shall be served by all modes, including dasti.

6. The newly impleaded respondents need not be present in person on the next date of hearing, but shall enter appearance through learned counsel and also file their replies in response to the show cause notice issued vide this order.
