Common Order:
1. Since the issue involved in all these Contempt Cases is interconnected and the relief sought therein arises out of similar orders passed by this Court concerning the extension of pension and other benefits to the participants of Telangana Movement during the year 1969, they are being disposed of by this common order.

Contempt Case Nos.2288 and 2411 of 2025 have been filed alleging willful and deliberate disobedience of the common order dated 29.08.2024 passed by this Court in W.P.Nos.21177 and 22363 of 2024, whereas Contempt Case No.2409 of 2025 arises out of the order dated 30.09.2024 passed in W.P.No.23114 of 2024. The grievance of the petitioners in the said writ petitions was with regard to the alleged inaction on the part of the respondents in extending pension and other benefits to the persons who participated in the Telangana Movement during the year 1969. The petitioners, claiming to be such participants, sought appropriate directions to the authorities to frame a scheme and extend pension and other consequential benefits to them.

This Court, while disposing of the respective writ petitions, granted liberty to the petitioners to submit appropriate representations to the authorities concerned, including the Chief Secretary to Government and the Principal Secretaries of the Home and Revenue Departments, enclosing all the relevant documents, with a request to frame a scheme for extending pension and other benefits to them. The authorities concerned were directed to consider and dispose of such representations, in accordance with law, as expeditiously as possible, preferably within a period of three (03) months from the date of submission of the representations.

Alleging that, despite submission of the representations pursuant to the aforesaid orders, the respondent authorities failed to consider and dispose of the same within the time stipulated by this Court, the petitioners instituted the present Contempt Cases under the provisions of the Contempt of Courts Act, 1971, contending that such inaction on the part of the respondents amounts to willful and deliberate disobedience of the orders passed by this Court.

During the pendency of these Contempt Cases, memos were filed by the petitioners bringing to the notice of this Court that the representations submitted seeking sanction of pension to the Telangana Movement participants were received by Dr. G. Chinna Reddy, Vice Chairman, Telangana State Planning Board and In-charge of Prajavani, and that the said representations were thereafter forwarded to the Principal Secretary to Government, Revenue (Freedom Fighters) Department, Government of Telangana, for consideration of the petitioners' request for sanction of pension. The petitioners also placed before this Court the communication bearing Lr.No.D1/489/2025, dated 31.07.2025, issued by the office of the Collector and District Magistrate, Hyderabad District, addressed to the Principal Secretary to Government, Revenue (Freedom Fighters) Department, which discloses that CMO Prajavani petitions were submitted seeking sanction of a monthly pension of Rs.25,000/- and allotment of 250 square yards of land to the Telangana Movement participants. It further refers to the petition forwarded by Dr. G. Chinna Reddy, Vice Chairman, Telangana State Planning Board and In-charge of Prajavani, concerning the claim of Prof. Nanumaswamy and others, requesting sanction of pension to the participants of the 1969 Telangana Movement. The copies of the said petitions were accordingly forwarded to the Revenue (Freedom Fighters) Department for further instructions in the matter.
6. A further memo dated 19.06.2026 was filed in Contempt Case No.2409 of 2025 on behalf of petitioner No.11, placing on record the Family Certificate along with the Death Certificate of S. Venkata Ramana, in relation to the claim of Swargam Vimala, who is stated to have participated in the 1969 Telangana Movement

Thus, from the material placed before this Court and the memos filed by the petitioners, it is evident that the claim of the petitioners for sanction of pension and other benefits has been taken up at the administrative level and that their representations have been forwarded to the competent authority, namely, the Principal Secretary to Government, Revenue (Freedom Fighters) Department, for consideration. Therefore, the subject matter which formed the basis for initiation of the present contempt proceedings is now pending consideration before the competent authority.

It is well settled that the jurisdiction exercised by this Court in contempt proceedings is confined to examining whether there has been willful and deliberate disobedience of the order passed by the Court. In the present cases, this Court, while disposing of the writ petitions, merely granted liberty to the petitioners to submit representations and directed the competent authorities to consider the same in accordance with law.

In the light of the subsequent developments noticed above, particularly the fact that the petitioners' representations have already been forwarded to the competent authority for consideration, continuation of these contempt proceedings would not serve any useful purpose. The entitlement of the petitioners to pension, allotment of land or any other benefit claimed by them is a matter that has to be examined by the competent authority on its own merits and in accordance with law. It would, therefore, be appropriate to leave it open to the petitioners to pursue the representations now pending before the competent authority.
10. In view of the above circumstances, and taking into consideration the memos filed by the petitioners as well as the communication bearing Lr.No.D1/489/2025, dated 31.07.2025, this Court is of the considered opinion that no further orders are required to be passed in these Contempt Cases.
11. Accordingly, these contempt cases are closed, granting liberty to the petitioners to pursue the representations pending before the competent authority, in accordance with law.
Pending miscellaneous applications, if any, shall stand closed.
