1. The matter has been heard in the Chamber after lunch at substantial length.
2. Heard Sri S. Vighnesh Shishir, the petitioner who appears in person, Sri
S.B. Pandey, learned Senior Advocate and Deputy Solicitor General of India for opposite parties no. 5,6 and 7 assisted by Sri Raj Kumar Singh and Sri Anand Dwivedi, Central Government Counsel, Sri Anurag Kumar Singh, learned counsel for the C.B.I. and Sri Kuldeep Srivastava, learned counsel for the Enforcement Directorate.

The petitioner has filed application for impleadment seeking impleadment of 'Union of India through its Secretary, Department of Personnel and Training (DoPT), Ministry of Personnel, Public Grievances and Pensions, Govt. of India, First Floor, Kartavya Bhawan-03, Janpath Road, New Delhi-1100011003' as opposite party no. 8 and 'Union of India through its Secretary, Department of Revenue, Ministry of Finance, Govt. of India, First Floor, Kartavya Bhawan-01, New Delhi-110001' as opposite party no. 9, same is taken on record.
4. The Registry of this Court is directed to allot the application number to the impleadment application.
5. Petitioner has also requested that he may be permitted to implead ' Secretary, Ministry of Corporate Affairs, Government of India, New Delhi' as in this application he has not indicated such party but has apprised the Court that the Ministry of Corporate Affairs is also a necessary party. He has shown the reasons as to why those parties should be impleaded as opposite parties in the array of opposite parties and we find it proper that the aforesaid impleadment application should be allowed.
6. Accordingly, the impleadment application is allowed.
7. Let 'Union of India through its Secretary, Department of Personnel and Training (DoPT), Ministry of Personnel, Public Grievances and Pensions, Govt. of India, First Floor, Kartavya Bhawan-03, Janpath Road, New Delhi-1100011003' , Union of India through its Secretary, Department of Revenue, Ministry of Finance, Govt. of India, First Floor, Kartavya Bhawan-01, New Delhi-110001' and 'Secretary, Ministry of Corporate Affairs, Government of India, New Delhi' as opposite parties no. 8,9 and 10 during the course of the day.
8. Sri Raj Kumar Singh, learned Central Government Counsel is authorized to take notices of aforesaid newly impleaded opposite parties, therefore, the copies of the petition have been given to Sri Raj Kumar Singh, Central Government Counsel by the petitioner.

Today, Sri Anurag Kumar Singh, learned counsel for the C.B.I. has informed on the basis of specific instructions dated 11.5.2026 provided by one Mr. Praveen Kumar, I.P.S., Superintendent of Police, C.B.I., AC-II, New Delhi that the complaint of the petitioner has been received and C.B.I. will file response in the matter within eight (8) weeks. The letter dated 11.5.2026 is taken on record.

Sri Kuldeep Srivastava, learned counsel for the E.D. has informed on the basis of instructions letter dated 9.5.2026 provided by Mr. Naveen Rana, Deputy Director, HIU-1(1) that the E.D. has also received complaint of the petitioner and may verify the allegations, thereafter the progress thereof may be apprised to the Court, the letter dated 9.5.2026 is taken on record.
11. It is expected that if the complaint of the petitioner has been received, the allegations of the complaints may be verified as per law. It is needless to say that the C.B.I. or E.D. may take appropriate steps which are permissible under the law.

Sri Raj Kumar Singh, Central Government Counsel has informed that he has received some oral instructions from respondent no. 7 i.e. Director, Serious Fraud Investigation Office, Government of India, 2nd Floor, Pt. Deen Dayal Antyodaya Bhawan, CGO Complex, Lodhi Road, New Delhi-110003, that some time may be given to file counter affidavit regarding contents of writ petition which are relating to opposite party no. 7.
13. The petitioner has been confronted on the prayers of the writ petition and he placed reliance on some case laws and judgments to submit with vehemence that he may pray those reliefs by filing writ petition under Article 226 of the Constitution of India.
The aforesaid submission of the petitioner may be tested after receiving the counter affidavits of the respective parties and the rejoinder affidavits thereof.

After hearing learned counsel for the parties and perusing the material available on record, we find it appropriate that all the aforesaid parties (including newly impleaded opposite parties) may file response within a period of eight weeks. By filing response in the shape of counter the progress in respect of complaint submitted by the petitioner to the aforesaid agencies may be apprised to the Court.

Since the paper-book of this writ petition has already been kept in sealed cover, therefore, the paper-book of this writ petition and the loose document which have been provided by the petitioner shall again be kept in sealed cover in terms of earlier order. The paper-book shall be kept within safe custody of Senior Registrar of this Court and the seal shall be opened on the next date of listing.
16. It is needless to say that the exercise of sealed cover shall be carried out after the petitioner impleads the opposite parties in the writ petition.
17. Since notice has already been accepted by Sri Raj Kumar Singh, Central Government Counsel so there is no need to issue fresh notices to newly impleaded opposite parties.
18. It is made clear that the counter affidavits of C.B.I. and E.D. would be separate and the counter affidavit of other opposite parties who are being represented by the Deputy Solicitor General of India with the assistance of Central Government Counsel would be separate as the particular opposite party shall file the counter affidavit replying the contention of the writ petition which are related to them / it.
19. List this petition on 20.7.2026.
