THE KARNATAKA LEGISLATURE SALARIES, PENSIONS AND ALLOWANCES (AMENDMENT) ACT, 2022
KARNATAKA ACT NO. 10 OF 2022

An Act further to amend the Karnataka Legislature Salaries, Pensions and Allowances Act, 1956. Whereas it is expedient further to amend the Karnataka Legislature Salaries, Pensions and Allowances Act, 1956 (Karnataka Act 2 of 1957) for the purposes hereinafter appearing; Be it enacted by the Karnataka State Legislature in the Seventy third year of the Republic of India, as follows:-
1. Short title and commencement.- (1) This Act may be called the Karnataka Legislature Salaries, Pensions and Allowances (Amendment) Act, 2022. (2) It shall come into force with effect from 1st day of April, 2022.
2. Amendment of section 3.- In the Karnataka Legislature Salaries, Pensions and Allowances Act, 1956 (Karnataka Act 2 of 1957), (hereinafter referred to as the Principal Act), in section 3,-
(i) in sub-section (1), for the words "fifty thousand rupees", the words "seventy five thousand rupees" and for the words "three lakhs rupees", the words "four lakhs rupees" shall be substituted;
(ii) in sub section (2), for the words "fifty thousand rupees", the words " seventy five thousand rupees" and for the words "three lakhs rupees", the words "four lakhs rupees" shall be substituted.
3. Amendment of section 4. - In section 4 of the Principal Act, in sub-section (1), for the words "eighty thousand rupees", the words "one lakh sixty thousand rupees" shall be substituted.
4. Amendment of section 5.- In section 5 of the Principal Act, in sub-section (2), for the words "one thousand", the words "two thousand" shall be substituted.
5. Amendment of section 6.- In section 6 of the Principal Act, in sub-section (1), in clause (a), for the words "one thousand", the words "two thousand " shall be substituted.
6. Amendment of section 8.- In section 8 of the Principal Act, in sub section (2),- (i) in clause (b), for the words "thirty rupees", the words "forty rupees" shall be substituted. (ii) in clause (d), for the words "rupees two thousand", the words "rupees three thousand" shall be substituted.
(iii) in first proviso, for the words "two thousand five hundred rupees and five thousand rupees” the words “three thousand five hundred rupees and seven thousand rupees” shall be substituted.
7. Amendment of section 10.- In section 10 of the Principal Act,- (i) in sub-section (1), for the words "forty thousand rupees", the words "sixty thousand rupees" shall be substituted; 4
(ii) in sub-section (2), for the words "one thousand litres”, the words "one thousand five hundred litres" shall be substituted.
8. Amendment of section 10A.- In section 10A of the Principal Act,- (i) in sub-section (1), for the words "forty thousand rupees", the words "sixty thousand rupees" shall be substituted. (ii) in sub-section (2), for the words "forty thousand rupees", the words "sixty thousand rupees" shall be substituted.
9. Amendment of section 10D.- In section 10D of the Principal Act, in sub-section (1) in clause (a) for the words "seven hundred and fifty litres” , the words "one thousand five hundred litres" shall be substituted.
10. Amendment of section 10E.- In section 10E of the Principal Act, for the words "forty thousand rupees", the words "sixty thousand rupees" shall be substituted.
11. Amendment of section 10G.- In section 10G of the Principal Act, in sub-section (2), for the words "one thousand litres ", the words "two thousand litres" shall be substituted.
12. Amendment of section 10I.- In section 10I of the Principal Act, in sub-section (1),in clause (a) for the words "seven hundred and fifty litres”, the words "one thousand five hundred litres" shall be substituted.
13. Amendment of section 10J.- In section 10J of the Principal Act, for the words "thirty five thousand rupees", the words "fifty thousand rupees" shall be substituted.
14. Amendment of section 10K.- In section 10K of the Principal Act, for the words " thirty five thousand rupees", the words "fifty thousand rupees" shall be substituted.
15. Amendment of section 10L.- In section 10L of the Principal Act, in sub-section (2), for the words "one thousand litres", the words "one thousand five hundred litres" shall be substituted.
16. Amendment of section 10M.- In section 10M of the Principal Act, in sub-section (2), for the words "one thousand litres", the words " one thousand five hundred litres" shall be substituted.
17. Amendment of section 10N.- In section 10N of the Principal Act, in sub-section (1), in clause (a) for the words "seven hundred and fifty litres”, the words "one thousand five hundred litres" shall be substituted.
18. Amendment of section 11.- In section 11 of the Principal Act, in sub-section (1), for the words "twenty five thousand rupees", the words "forty thousand rupees" shall be substituted. 19. Amendment of section 11A.- In section 11A of the Principal Act, in sub-section (1),- (i) for the words “forty thousand rupees” the words “fifty thousand rupees” shall be substituted. (ii) for the eighth proviso, the following shall be substituted, namely:- “Provided also that, where any person has served for more than five years there shall be paid to him an additional pension at the rate of rupees five thousand per mensem for every subsequent completed term which shall not exceed rupees one lakh.”
20. Amendment of section 11C.- In section 11C of the Principal Act,-
(i) in sub-section (1), for the words "two lakh rupees", the words "two lakhs fifty thousand rupees" shall be substituted.

(ii) in sub-section (2), for the words "two lakh rupees", the words "two lakhs fifty thousand rupees" shall be substituted.
21. Insertion of new section 11D.- After section 11C of the Principal Act, the following shall be inserted, namely:- “11D. Increase in Salary and Allowances of the Chairman, the Speaker, the Deputy Chairman, the Deputy Speaker, the Leaders of Opposition, the Government Chief whips, the Opposition Chief Whips, the members of the Legislative Assembly and the Legislative Council.- The salary and allowances of the Chairman, the Speaker, the Deputy Chairman, the Deputy Speaker, the Leaders of Opposition, the Government Chief whips, the Opposition Chief Whips, the members of the Legislative Assembly and the Legislative Council shall be increased after every five years commencing from 1st April, 2023 on the basis of Cost Inflation Index provided under clause (v) of Explanation to section 48 of the Income-tax Act, 1961.”
22. Amendment of section 12.- In section 12 of the Principal Act,- (i) in clause (a) for the words “twenty five rupees” the words “thirty five rupees” shall be substituted. (ii) in clause (b) in sub-clause (i) for the words “two thousand rupees”, “two thousand five hundred rupees”, “five thousand rupees” and “one thousand five hundred rupees” the words “two thousand five hundred rupees”, “three thousand five hundred rupees”, “seven thousand rupees” and “two thousand rupees” shall respectively be substituted. (iii) in clause (cc) for the words “forty thousand rupees” the words “sixty thousand rupees” shall be substituted. (iv) in clause (ccc) for the words “two lakh rupees” the words “two lakhs fifty thousand rupees” shall be substituted. (v) in clause (h),- (a) in sub-clause (ii) for the words “forty thousand rupees” the words “sixty thousand rupees” shall be substituted. (b) in sub-clause (iv) for the words “ten thousand rupees” the words “twenty thousand rupees” shall be substituted.
