THE M.P. LOK ABHIKARANON KE MADHYAM SE BIS SUTRIYA KARYAKRAM KA KARYANVAYAN ADHINIYAM, 1980 M.P. Act No. 13 of 1980 Received the assent of the Governor on 10-10-1980; assent first published in the Madhya Pradesh Gazette (Extraordinary), dated 21-10-1980. An Act to provide for implementation of Twenty-Point Programme through public agencies and matters ancillary thereto- Be it enacted by the Madhya Pradesh Legislature in the Thirty-first year of the Republic of India as follows :- 1. Short title and commencement. - (1) This Act may be called the Madhya Pradesh Lok Abhikaranon Ke Madhyam Se Bis Sutriya Karyakram Ka Karyanvayan Adhiniyam, 1980. (2) It shall come into force on such date as the State Government may by notification, appoint. 2. Definitions. - In this Act, unless the context otherwise requires,- (a) [x x x] (b) [x x x] [(c) "block" shall have the same meaning as assigned to it in clause (l) of Section 2 of the Madhya Pradesh Panchayat Raj Adhiniyam 1993 (No. 1 of 1994).] [(d) "committee" means a State Level Committee, District Level Committee, Block Level Committee or an Urban Committee, as the case may be, constituted, under Section 3.] (dd) [x x x] (ddd) [x x x] [(e) "twenty point programme" means twenty point programme which was placed on the table of both Houses of Parliament by the Central Minister of Programme Implementation on 20th August 1986 [and listed in the First Schedule] .] 2A. [x x x] [3. Constitution of Committees at different levels. - With a view to reviewing and monitoring of implementation of the twenty-point programme through public agencies, the State Government or such officer as may be authorised by the State Government in this behalf, may, by an order constitute,- (i) a State Level Committee for the whole State; (ii) a District Level Committee for every district; (iii) a Block Level Committee for every block; and (iv) an Urban Committee for every Municipal Corporation, Municipal Council and Nagar Panchayat; consisting of such number of persons and for such period as may be prescribed: Provided that the State Government may, at any time, by an order curtail the duration of any Committee or reduce the term of any members thereof.] [4. Power to entrust review and monitoring of implementation of various schemes relating to twenty point programme. - (1) The State Government may, by order, entrust to a Committee the review and monitoring of all or any of the schemes relating to the twenty point programme mentioned in the Second Schedule. (2) In discharging the functions of review and monitoring, the Committees shall he guided by such directions as may be given by the State Government from time to time.] 4A. [x x x] 4B. [x x x] [5. Officers and authorities to have due regard to suggestions given by Committees. - The officers and authorities competent to exercise powers under any Act or perform other duties in relation to the schemes specified in the Second Schedule shall in exercise of such powers or performance of such duties have due regard to the suggestions given by the Committees constituted under this Act.] 6. Power to amend [the Second Schedule]. - The State Government may, by notification, amend the [Second Schedule] and thereupon the said [Second Schedule] shall stand amended accordingly. 7 to 10. [x x x] 11. Power to make rules. - (1) The State Government may, by notification, make rules for the purpose of carrying into effect the provisions of this Act.
